Gas installation audit – thorough and professional inspection
A gas installation audit is a procedure for assessing and verifying the compliance of a gas installation or gas appliance connected to a gas installation with the requirements of the Equipment Safety Act and the legislation established on the basis thereof.
For more details, see the list of equipment subject to audit and the requirements for auditing and presenting audit results here.
For equipment subject to audit requirements, a pre-commissioning, regular, and, if necessary, extraordinary audit must be carried out.
Pre-use audit
Gas installations subject to audit must undergo a pre-commissioning audit prior to initial commissioning in accordance with:
- Before commissioning a gas installation, the pipes must be blown through with gas and a leak test must be performed on the pipes inside the building.
- During the test, the connection points that were not tested during the basic test (meter, manometer, appliance, etc.) must be checked with a leak detection agent or detector.
- The gas installation must be in working order during the inspection.
- The owner is responsible for the safety of the gas installation and must:
- ensure compliance with safety requirements and the obligations of the gas installation supervisor;
- ensure that gas works are carried out and gas installations are constructed and maintained by a competent person
- keep documentation relating to the gas installation and its inspection.
When commissioning the installation, it must be ensured that the flushing of the piping and the introduction of gas comply with safety requirements.
Regular audit
Gas installations must be audited regularly at the following intervals:
| Type of gas appliance | nspection interval during use (years) |
|---|---|
| Category A gas installation that is over 15 years old and located in a building used for public purposes | 4 |
| Category A gas installation, where a connected appliance has a capacity of more than 120 kW and the total capacity of appliances exceeds 300 kW. | 4 |
| B-, C-, and D-category gas installations outside the ownership of the gas distribution operator. | 2 |
| Gas installations of categories A and B belonging to the distribution operator | 8 |
| C- and D-category gas installations under the ownership of the gas distribution operator. | 12 |
Special audit
A special audit must be carried out:
- before putting the gas installation into use, if it has not been used during the previous year
- after reconstruction
- if there is no information available about the previous audit.
No extraordinary audit shall be performed on gas installations located in single-family houses, duplexes, row houses, or apartment buildings. When converting a gas installation, an audit must be performed prior to commissioning.
What is an audit?
The word audit comes from the Latin word auditus, which means hearing or listening. Originally, it referred to a process in which accountants presented their work orally to an independent listener. Today, audit means an independent and systematic review or assessment – whether of finances, processes, or technical systems. In Estonian, the word “audit” is often used more broadly to refer to a thorough and objective check, even if it is not a certified procedure in the legal sense.
An audit performed by Wineco OÜ is not equivalent to a gas audit performed by an officially certified company.
If the law or local government requires such a certificate, you must contact a company with the appropriate legal authority.
